Hotlist user management page.

To enable users to do lookups on your private hotlist the system needs to first authorize them and then you have to grant them access to your hotlist.

Each private hotlist gets a secret authorizing key, a user that wish to do a lookup on your private hotlist needs to send the key to the telegram BOT (@PartitionBOT), that user will then appear in the below list with status Awaiting changing the user status to Approve will grant him access to do a lookup on your hotlist (by sending /loopup to either the @PartitionBOT or @FreemirrorBOT), changing to Decline will notify the user that his request have been declined -sending the notes text as reason to the user.
